Housing Minister Dwight Sutherland has been explaining the delay in handing over keys to homeowners at Hope Incorporated Vespera Gardens, Lancaster Development in St. James.
He highlighted challenges with financial institutions, as well as long waits for connections by utility companies, as some of the major hindrances.
Mr. Sutherland was speaking during the official opening of the island’s newest housing estate in Whitepark Road, St. Michael.
