But he says while this project will reap massive dividends for the local construction sector, there is not enough resources on island with other projects ongoing.
He was speaking at the groundbreaking ceremony for another project on the west coast.
Mr. Maloney says this project should employ about 1500 people overall.
Already he has signed a US$90 million deal with the African Export-Import Bank, and arrangements with other financiers have been finalised.
