Police have identified the island’s 27th murder victim as 48-year-old Carlos Romell Bismark Howell of Glenburnie, St. John.
According to reports, Howell was killed at a residence at Little Diamond, St. Elizabeth Village in St. Joseph on Wednesday, July 10 2024.
